Trade entails some level of trust. The farther goods are moved the farther communications needs to be effective. As trade became privately controlled communication also became controlled by private entities. Government implies control so there is a continuing effort on the part of the government to regulate communications. Sometimes private enterprise has reason to trust government more than other individuals so a modicum of regulation is accepted. Several innovations in communication have come from the private sector but there has also been government involvement in getting the new technologies to become economical.
